Francis P. Crowley
Mr. Francis P. Crowley is Director, Air Force Fleet Viability Board. He leads
four fleet viability assessment teams, responsible for making sustainment or
retirement recommendations to the Secretary of the Air Force and the Air Force
Chief of Staff. In this capacity, he conducts the Air Force’s only integrated
analysis of a fleet’s technical fitness, and associated availability and cost of
continued ownership.
On 1 June 2005, Mr. Crowley retired from the Air Force after nearly 27 years of
service. During his active duty tenure, Mr. Crowley served as a master aircraft
maintenance officer and logistician with assignments on KC-135 aircraft at
Atlus AFB, OK and Malmstrom AFB, MT, and C-130 aircraft at Yokota Air
Base, Japan, Hurlburt Field, FL, and Dyess AFB, TX. During these
assignments, he participated in numerous worldwide deployments including
Operation DESERT STORM, the liberation of Kuwait from Iraqi aggression.
Mr. Crowley served an exchange tour with American Airlines and was assigned to an aircraft
maintenance depot (Ogden Air Logistics Center, Hill AFB, UT) where he was the Division Chief
of Plant Management and Deputy Division Chief of Software Engineering. He completed tours at
three major command headquarters. While assigned to Headquarters Military Airlift Command,
Scott AFB, IL, Mr. Crowley completed a Federal Aviation Administration airline maintenance
inspector course and audited the maintenance practices of 100 airlines to ensure they were capable
of providing safe and reliable air transportation services to the Department of Defense. While
assigned to Headquarters Air Force Special Operations Command, Hurlburt Field, FL, Mr.
Crowley was the Chief of Programs and Modifications Division, responsible for managing aircraft
modifications. At United States Forces-Japan, Yokota Air Base, Japan, he was Chief of Logistics
Plans and Coordination Branch, overseeing Department of Defense logistics operations in the
Japan area of operations. He also worked with the Japanese Joint Staff on United States-Japan
plans, exercises, and bilateral agreements. As the Deputy Commander of the 317th Airlift Group,
he was responsible for logistics operations involving 1,200 people and 29 C-130 aircraft. Later he
served as Director of Logistics, 13th Air Force, Andersen Air Force Base, Guam, where he was
responsible for logistics, civil engineering, and medical engagement for the Numbered Air Force
with the largest area of responsibility including direct supervision of detachments at Diego Garcia,
British Indian Ocean Territory, and the United States territory of Wake Island. In August 2003, Mr
Crowley became the first Director of the Air Force Fleet Viability Board, an office initiated by the
Secretary of the Air Force, the Honorable James Roche. Mr. Crowley served in this position until
his retirement at which point he was selected to become the first civilian director of the
organization.
